He achieved his dream of becoming the world's greatest swordsman, now he just wants to chill and enjoy life until its time for his rematch with zoro.
Being a yonko does not sound relaxing or peaceful at all, you have generations of new pirates forming alliances to try and kill you for your throne while having to maintain a huge crew and lots of territory, it just sounds exhausting. At least as the world's greatest swordsman if he has a challenger for his title it's just 1 person then he can go back to drinking wine and playing with his pet monkeys or whatever it is he does

- The only reason cross guild is considered a emperor level crew is because buggy
- Take buggy out completely it wouldn't be considered one
- No one offered mihawk the role
- Mihawk would want the title/responsibly because if he was an actual emperor it'll mean people would actually be after him and paying attention to him. Stopping him from living his quit life under the shadows
I think Buggy being an emperor was planned a long while ago. How would he become a yonko? Using these scattered warlords.
Warlord abolishment and placing Crocodile back on the frontlines were established a long time ago, and surely he thought of a way to involve Mihawk in the action as means to initiate his fight with Zoro. The recipe was cooked since ID or slightly before I'd say.

But he accepted the Shichibukai title which is infinitely inferior..... 
B. Marines begged him and payed him to join do he'd kill Pirates instead of them. When your enemy pays you to stop killing them and same enemy can neg diff any emperor..that's a flex not an insult
Marines never offered to pay Kaido to stop killing them because a mere Yonko doesn't compare to WSS
Mihawk would mid diff Kaido
