That's not how the Shichibukai works. THEY pay the WG to leave them alone. Not the other way around.

The Shichibukai is an incredibly one sided deal in favor of pirates. Hence that system was abolished. You get immunity, can build your empire if you wish and enslave countries and don't even attend meetings. Mihawk was the rarest guest and when he came, it's for his own interest. Even in an event as important as the MF war, the Shichibukai had their own agendas and were there for the fun.

It's literally stated in the manga that the Schibukai give up a portion of what they plunder in exchange for the WG to leave them alone. Would you like the panel?

Sounds like a great deal. Doffy was literally the biggest underworld broker, supplied countries that fight each other with weapons, supplied Kaido with smiles, controlled a kingdom and enslaved its people and the Marines didn't touch him.

Buggy is only a yonko because he is the assumed leader of cross guild with mihawk and Croc subservient to him.
Mihawk is the one who rejected the yonko title Not Croc.
If the marines knew who heads cross guild buggy would not be yonko.

It pretty much just depends how strong they'd view buggy

Him being "in charge" of mihawk and crocodile is pretty big hype. Without that they likely wouldn't view him as highly

If they did still view him as a big enough threat and then think mihawk was in charge then yeah mihawk would be the emperor instead

Take buggy out or if the marines knew the truth about buggy nobody in cross guild would be an emperor
