I'm not sure if they're higher ranked or more powerful but if Lucci and his team go up against the Straw Hats and/or the Punks and their inventions then they're gonna have to be stronger than the other agents because those agents were getting dicked down by Drake Apoo and Izou lol.

Come to think of it Bullet should probably have advanced haki if he was comparable to Prime Rayleigh and I wonder if he will have it if he ever shows up in the canon story :zorothink:

Gaban got turned into a fuckin background character, less appearances and significance than Pandaman

Lucci fought toe to toe with Sabo who is more famous than even Dragon right now. And since Lucci is stronger than Crocodile pre-timeskip and going by inflation rule, Lucci has better growth than Croc so therefore, Lucci is stronger than Croc.

Not surprised though cuz Sanji fought/beat few guys that are stronger than Zoro's opponents.
