This isn’t a thing. G4 takes up a lot of energy, as confirmed by Luffy. Go read what Luffy says about G4 after he beats cracker.
Up until act 3 of wano, Luffy never used momentary G4. Why? Why was G4 always his last resort until very recently? Because it takes up too much energy. So much so that even using it for one punch leaves him vulnerable.
If Luffy could use momentary G4 without side effects, why not use it to one shot Hody? Why not one shot Caesar? Chinjao? Wano Luffy would have. Wano Luffy used G4 against a boat, against a number.

Look at what Luffy says in the bottom left panel. This was after only one attack in tankman.
Like I said, if Luffy could have gone in and out of G4 pre-wano, he would have done it. There were multiple opponents he could have simply 1 shot if he used G4. Clearly, it wasn't as easy for him.
Learning ryuo and training in udon probably helped him master it.

Firstly:
1st - The g4 lasts much longer than just 1 minute...
2nd - Luffy does not seem to have deactivated his G4 on his own after all he seems perplexed by the fact that he is "losing his powers".
3rd - The g4 lasted a long time against Katakuri, against cracker, against Doffy, but it didn't last even 1 minute against Big Mom, and this coming from a Luffy that was 100% of his energies and Haki.
Let's stop being idiots, there is no problem in Big Mom being able to deny Luffy's G4 using her Haki, after all she has a monstrous Haki capable of that...

Weird conclusion to come to considering she opens her palm and you can see aura around her hand (with a rattle sound effect) as she smirks at Luffy. Luffy is clearly taken by surprise as he says "Euuh the power is draining."
Her hand usually assumes that position when she goes to steal a soul. It's likely that she has an energy draining ability. Either that or she simply overpowered him with armament haki. Both of these conclusions mean that Big Mom had everything to do with Luffy deflating, as she forced him out of Gear 4.
