How is it a filler when they make up the perfect replacement for the warlord system .
and king was the perfect set up for that so people won't say he pulled it out of his ass.
it makes the marines position even stronger.
as of right now no yonko crew is def taking them on their own. straw hats will evolve to have multiple top tiers tho but bar them....with those seraphs, marines really do rule the seas. Most of these yonko commanders aren't dong shit to them .

It is filler because it was not needed at all. Vegapunk has been hyped to oblivion, no need to create another subplot on top of Vegapunk research subplot just to create a pacifista 2.0. You can literally use any of the other dozens of research subplots to replacement the warlord system with whether it was vinesmokes, underground weapons, Smiles, MAD, so many.
