I‘m pretty sure strong haki isn‘t all Roger could do and neither is it all Shanks can do. The latter has a named sword, after all. And swords have different powers as well.

-The top tier that can match top tier or barely edge out.

You call them Admiral/entry Yonko level

-And the top tier that Can Beat others top tier without more than mid/high diff.

You Can them Pirate King/Fleet Admirals or just Admiral+/Yonko+ level.

Current Zoro vs Admiral is extreme diff either way and it will be proven soon against Kirazu.

Haki >>> DF is true. However, depending on the DF, Haki and DF can have a synergetic effect. Take Katakuri for example, who takes useless, soft Mochi to shape it into any form and harden it, e.g. larger G3 versions or portal Donuts that shoot out hakified fists.

Though one might argue that at a certain point, DF abilities become less significant. Whitebeard had top tier Haki and a top tier fruit, yet he was said to be Roger's equal (with Roger serving as the measurement, not the other way around).
