There have been High Tiers Top Tiers and even God Tiers without Devil Fruit with Haki being main power (Shanks Mihawk Roger).
Even those with strongest devil fruits (Whitebeard and Kaido) need highest level of Haki to keep up with one armed Hakiman like Shanks.

No one is arguing no haki + df vs haki with complmenting style
However, DF + haki reigns supreme as this is what the strongest in the verse will have (eos Luffy)
Whitebeard solidifies this by being the WSM over haki only Roger.

They both help each other, without a devil fruit Luffy would be squashed by Kaido too.
It gives him his strength, speed, durability etc
Without awakening his haki wouldn’t have surpassed Kaido, that’s the point of big punch
