I do believe Shanks is more dangerous than Mihawk & have certain Secret that will make him as feared as an Ancient Weapon
But Combat Wise? It's impossible for Shanks to be above Mihawk
It's literally like asking "Would you drop OP if Luffy doesn't find One Piece or Manga ends & Void Century isn't Revealed"
