When you talk about the Shichibukai, you use the same term for the whole gang. That doesn't mean the gap b/w Moriah and Mihawk isn't astronomical. When Zoro said they're hard to get past, that means they'd both give him a tough fight, not that they're equally hard to get past. The same applies to every single instance including the Udon incident where GB was comparing the two to himself, where the difference is overwhelming regardless of the gap b/w the two commanders in question. Queen doesn't even belong in the same stratosphere as King—you don't need random statements to confirm this. We already know what they're capable of doing to the fullest.
