Damage control. It's apparent where Oda is taking this. We have been telling you forever that the Logia class is the strongest and most important devil fruit class. The chances are super low to clone them BECAUSE they're so special and the future chapters will get into why it is like that.

Lucci seems to be a solid YC1.
The difference between YC1s and low top tiers is that low top tiers are capable of actually putting up a fight against yonko, whereas YC1s can stall at best due to their hax. Ex. Marco stalling BM due to phoenix regen but getting utterly overpowered by her physical strength at the end.
Lucci's hax is his zoan awakening that allows him to tank tons of high powered attacks.
Anyways I think this puts to rest all those shitty arguments zoro fans had about how "Future sight is meaningless" or whatever. Chances are, this is exactly how Zoro vs Luffy would go, although I'm guessing that Luffy would at least pull out ACoC against Zoro. Nonetheless, he wouldn't be able to keep up with Luffy's speed and observation and he would get clapped.
