Sabo wasn't alone at Reverie. There were other commanders as well. So for navy to pull a fake news with no loop holes it's necessary that other commanders should be in captivity or dead lol

Also, if Sabo was in captivity then there was no need to pull fake news crap. They can easily blame him and declare it as it is instead of forcing Morgan to do so.

So I think Sabo escaped somehow but in very critical injured state.
