While nearly every single pirate is ruthless and evil. Navy officers are bound by rules, rules the pirates don't have. They won't face consequences which is why the Navy exists. You've forgotten that nearly every single Navy officer wants to protect the innocent people of the world.

Who is there to prevent pirates from committing crimes? The Navy.

Also. All the examples you've mentioned are exceptions. How many people have died at all of the buster calls we know so far ?

The initial point was about the percentage of people with ill or good intentions. Most pirates in the OP world do what they do because they're criminals and enjoy their crimes such as pillaging, raping etc while most young men and women join the Navy because they want to protect the innocent people from those guys.

Whether the CD discriminate this or that has nothing to do with the people on the lowest level nor does it say anything about their personality.

The percentage matter makes zero sense since those with power influence those whom are weaker. Thus the percentage of those thinking like admirals increases lol.
