True, I used to think that as well, but as @Roo pointed it out to me, Hancock's powers are never said to work on anything but love/lust.

Everything could have been made better had Oda taken the time to explain how Hancock can turn canonballs or Smoker's jitte into stone, but nooo.... he chooses to let these wild theories go rampant.
And, despite the intrinsic problem that Japan has with sexual depictions of minors, it never was one of One Piece's staples. So this scene is really out of normality with the rest of the story.

Either Oda shouldn't have given S-Snake Hancock's powers, or not made her a child, at least. Plenty of ways to avoid this issue.
