No. The evidences seems to point out that this is an innate characteristic. The thing is that innate characteristic is much more prevalent in society that we think
The other thing is that society - and japan is guilty of that too - tends to oversexualize young girls that's why I think that there is more and more of a fine line between ped*philia and predation (the attirance for teenagers). In short ped*philia exist, but sexualization also pushes people to become like them.
