On a serious note, Garp going for Coby opens up a lot of opportunities for Oda
- We could get God Valley and Xebec lore directly from Garp.
- It will also test Kuzan's resolve. He is indebted to Garp, could he betray his idol and stick to his goal?
- We will also see how Blackbeard fights against a non-devil fruit user

I know its not gonna happen but this is a great opportunity for Oda to kill Garp off and raise the emotional stake of the final fight

Nope, not happening. If anything, I am sure history will repeat again. First Kidd will look for the man with burned mark (Saul) in Elbaf, but only to attract troubles because of his unpleasant manner. He will get used as hypetool for Elbaf's big antagonist, same way Law is used as Blackbeard's hypetool.
By the time Luffy reaches Elbaf, Kidd is nowhere to be seen in the town. He is already locked in Udon 2.0.
