Having the highest bounty, leading a yonko lvl organization, using all 3 types of haki, having a op devil fruit, being member of the strongest clan whose weakest member was a freaking vice admiral..... How all these suggest that he is featless really?
What has Mihawk accomplised that would put him above Dragon? Have we ever seen mihawk defeating a top tier?

how many top tiers are swordsmen for that Mihawk title to be realistically compared to anyone else, or is it always dependent on the fact shanks looks so impressive. Neither shanks or Mihawk realistically are top 1 , otherwise they would be obstacles for luffy to face off with next.

Dragon uses all three types of haki , luffy having conquerors sent the entire war into a frenzy particularly because they realize its his son. its the same way you would view yamato knowing her dad is kaido.

has subordinates comparable if not stronger than the average yonko crew ( sabo, Kuma, ivankov etc) .
just like rayleigh, ivankov questioned why the wg would want to provoke wb and dragon at the same time.

But then why do you comment on Mihawk's "only hype" coming from Shanks while Dragon himself has even less going for him?
because it is piggy backing off shanks. who else makes his wss title relevant?
how is he portrayed on his own merits
how was he portrayed in the same war shanks stopped.

Damn, Rayleigh, Sengoku and Luffy > Mihawk, Kuzan, Aramaki, and Dragon because the former have CoC while the latter doesn't.
You could make a case for Dragon and maybe Luffy. Dragon got good chance to be above Mihawk but current Luffy probably not. I doubt Oda would make Zoro's EOS goal end up weaker than non-EOS Luffy.
