Besides, he lost his edge. CHADaInu has been a pencil pusher for two years now.
Not that he would've stood a chance against Mihawk two years ago.
Queen is the first made from kaido he is even bigger as king ( watch the anime where both stand up again queen is bigger with red eyes) and queen in this ep was on top grom the lead performers. We know the bounty dont show the hierarchy from the crew so its queen(he is like a drequeen)>king>jack. The names with the card games are irrelevant queens name would not fit to king cause queen is like a ivankov

Also, even Lolda grouped Mihawk with Aokiji and Kizaru. And we all know Papazuki beat Aokiji extreme diff.
