Because people will obviously vote for Luffy more than the others. Luffy is presumably stronger than everyone on the list besides Shanks and Mihawk though that's not for certain.

Respect to Mihawk but it’s Sakazuki season. The mere yonko aren’t even in the conversation.

One is WSS, the other dominated and destroyed the WSM

- Most dangerous criminal
- etc

For now he is leading in the narrative board
