Pretty sure Mihawk loved fighting him when he had both arms, and Oda has gone on record and said Shanks has not lost any power being 1 handed. So Mihawks just scared he can't try to chop a hand off to gain the upper hand as Ll his focus would be on not losing.

Either way Shanks' power is overwhelming. And Mihawk not challenging him is a sign of Mihawk pussying out, he should be fine fighting Shanks no matter what.
