Another thing, Yonji tells us Judge was a brilliant scientist in MADS. So then why didn't he grab Sora by the throat and go do the operation himself? Why did he have to have scientists observing the kids and telling him Sanji was a failure? Why didn't he try to correct the failure with more operations later?

My assumption is he had his talents but they weren't in any of what he has Germa do. He's a war scientist. But for DF/LF/Clones, etc. He took all of MADS collective research, sold them out so he was the only one then had teams work on what he had. With no access to later improved versions VP developed. Hence, no way to fix anything that failed.

Compare it to Caesar in PH, he had a sorta team but he was actually working on everything himself.
