Aramaki defeated King, Queen, and Weevil. If you think he defeated others you have mentioned, then Shanks defeated Aramaki by using mere haki.

strength =/= competence. Big mom is overwhelmingly strong and yet highly incompetent. Don't overhype Stussy. No woman is competent in Oda manga. Therefore, it is surprising that Stussy got the upper hand against Lucci. The plot takes precedence over strength. Hence, Lucci was fucked up. You will soon see Stussy is nothing but another female damsel.
