The navy are part of the WG and they are their main military force .
The army si always the strongest in real life so how is that weird ?
IMu is the only one that can be more powerfull then an admiral because he is hidden and no one know he exist so he is not part of the admirals are the strongest force of the WG argument since no one know he exist but the gorosei everyone know them .

Tought in my opinion if he would be that strong he would not hide himself no one can do anything to him right ? Then show it and make them fear the wg strenght .

A lot of unknowns with the Gorosei tbh and by extension Imu who they act like they are his guards. Maybe some sort of source fuels them, maybe even whatever Imu is using.
