It is almost 99% confirmed that the observation Haki assassin title is due to the King's Haki. This is because Shanks specializes in said Haki, as has become more than clear. Which allows him an ungovernable will and therefore impossible to predict. That is what the Haki of the King is about, to impose himself on others,
Shanks hasn't shown any Observation Haki to begin with and Sanji hasn't been shown to be able to see the future or hinted at like Katakuri or Luffy.
And no, dodging a Katakuri attack doesn't mean you have to see the future as Katakuri. Katakuri can see the future, but he can't change it, so it's an attack like any other. Dodging it depends on your Haki, speed and reaction time. And in the case of a long-distance attack and taking into account Sanji's speed, no other explanation is needed.

A kid cant take the headcanon, nobody can sense sanji(king and queen or luffy or the others on the live floor) as sanji saved momo. Sanji can sense invisible queen (stealth mode)kid . Luffy say that sanji is a better observation haki user as luffy who as the adv observation haki. We know that it give many adv forms from the observation haki CONFIRMED BY YOUR DADDY ODA. Look at how Sanji dodged that laser beam to save Edison lol, the CoO and speed feat were pretty straight forward from Oda
