The Gorosei are probably the last line of defense in cases of emergency. The WG wants to keep the status quo and balance of the world as it has been stated nearly every time the Gorosei showed up.
Right now the world is very unbalanced, hence why the Gorosei left their court and will directly interfere with the events happening.
The WG needs to justify the reason why it existed in this world for 8 centuries, and the marines aren't the only answer.
