I don't know. Knowing James, he's probably going to include some lesser known characters in there. I wouldn't be surprised if he announces something like Booster Gold or the Question.
He also did mention that Green Arrow was one of his favorite heroes so there's that.
Booster also won the poll James Gunn made asking people which character that hadn't been in a movie before they wanted to see now that I remember.

They may have him to be the result of an early affair between Bruce and Talia Al Ghul, with Bruce having met and had his affair with Talia during his training years rather than years after becoming Batman.
