Sanji - the leader of the weakling quartet, unless Chopper steps up and shows him what's up.
Jinbe - the leader of the mid quartet, unless Franky steps up and demonstrates his potential.
Luffy - the leader of the monster duo, unless Zoro gets his sense of direction under control.
Katakuri shouldnt be compared to King, it is obvious who the stronger one is.
One is atop of the organization where the strong one rules while the other is an idol of sibling fanbois.
One is constantly challenged for his rank, the other gets his undefeated record broken first time someone fights him.

We had never heard of weevil preskip yet at the beginning of part2,he was revealed with a frozen bounty of 480 million(unknown for how long) and is said by kizaru to be as strong as a young wb.
Same thing for Fujitora and Ryukugyu postskip with the navy..
What i want to say is that we the readers not knowing about those pirates,don't mean they don't exist.
You would have said the same thing with fuji and green bull preskip right?

I understand what you mean, it´s not as absolute as Beast Pirates, in which it is irrelevant where you come from, strength is most important (well, let´s see Yamato first though and how he is treated).
But that exists on a smaller scale in BM Pirates, only applied to her family.
Kata, Smoothie and so on are not SCs because of being born in a particular order but strength.
But she still lets outsiders in and they have their own rank system, with Bege being rook for example.
It also depends on your viewpoint. You can argue that Kaidou has much more to choose from and hence has stronger people overall, you can also argue that BM could foster strong people from the get-go and chose the ones with best talent and potential.
