What did they do or what happened for them to be seen as the strongest?
When do you think each was recognized as such?
- Whitebeard- known as world's strongest man and pirate at the time
- Kaido- known as the world's strongest creature and pirate at the time
- Mihawk- known as world's strongest swordsmen
They all peaked at different times and as long as they are not defeated they retain the title, doesn't matter if they are as strong as they were back when they got the title/repo.
What did they do or what happened for them to be seen as the strongest?

- Whitebeard- known as world's strongest man and pirate at the time
- Kaido- known as the world's strongest creature and pirate at the time
- Mihawk- known as world's strongest swordsmen
- wb had the most destructive paramecia and had toptier haki capable of clashing with roger
- kaido has a history of challenging the strongest of individuals and not dying , this gave him the epithet of being unkillable , also his dragon form serves as a big intimidation factor .
- mihawk has the strongest sword and he fought countless enemies on his way to the wss , he was so ruthless that there was no swordsman left to be known stronger than him and thus he got the title
Note : only wb and mihawk are the ones to actually have legit titles .

Like kaido potentially fighting other strong previous rocks members and mihawk strong marines?
Like they had to fight some really strong characters. Unless they killed everyone they challenged to reach the top i wonder where they are now

About his duels with shanks idk whether he defeated shanks or not but he certainly looked the stronger guy during those duels ,
mihawk could have possibly also defeated some remnants of the rocks crew .

Tbh rarely do top tiers engage in death battle kind of fights.
So titles can be debatable in terms of accuracy.

Mihawk mostly due to his cutting powers and possibly defeating other swordsman

You are actually bringing up something Oda has been bad at - giving us lore about what happened the past 40 years and connecting different characters to each other. It would only need to be a chapter or two in total. Oda could space it out, 2-3 pages here, 2-3 pages there if he wants or better yet dedicate some time to this because I'm sure most fans would love it. At least give it to us in a data book or something if you can't fit it in the manga. Perhaps he will do it like Harry Potter and just make spin off after spin off though

- Who was admiral before Aokiji? Sengoku? If so, who was commander in chief before Kong (who we only have seen two panels off) assuming he was fleet admiral then?

- How many monsters are there in the WG that we don't know off? Fujitora and Ryukogyu came from a global subscription out of no where, who else is there out there?

It's very likely only Sencuck and Kong survived the hard times
WB was the only one capable to fight with Roger, the others were clearly below, Roger died and WB was left the obly one in that league. That is also why he was considered the ruler of the seas and no Kaido, BM etc. dared to challenge him.
Kaido has the strongest zoan and so the strongest creature (a dragon), also after WB was dead he had the highest bounty among pirates (still waiting for Dragon) and so he was labeled as the strongest pirate even by Kidd and the others.
Mihawk and Shanks are most likely, the same as Roger and WB swordwise. They were the clearly peak in sword skills, nobody was close enough to them. At a certain point Mihawk get the WSS title and is still waiting for a worth rigal to the point he is bored (and has also to teach himself potential rivals).
