Yes they could, but a lot od writers choose what they wanna do and what they dont, for example kishi didnt want a great world building cuz he just didnt care, maybe he couldnt write a good one either but he really didnt care

Like the only power up that was not nerf is ACoC and we not seen him use it since the Kaido fight .
