It a nerf because without it he would have walk over don but Oda want add some tension so he nerf gear 4 with a time limit .
It why luffy always get nerf with his power up because other wise he would be to strong for next few arcs .
Hell right now luffy not even using ACoC for some reason when it a huge power up .
When Oda ready that drawback won't be a issue just like gear 2 and 3 and maybe even gear 4 now .

He didn’t fight a mirage. He used Shigan to attack where she was standing (she literally just hit Kaku while standing there) and she used her powers to get out the way. He was even in base. Not a L. Just plot.
