If we exclude haki, king would probably be the strongest in the verse

I think because Roger is such a respected figure in the pirate world imagine they made a lunarian clone of Roger. Would be an insult for the WG and pirates, the same guy they bothered all that grand execution, clone him.

Would make possibly enemies of nations, and all pirates would probably see that as an insult and straight up attack them together. Even among Marines they respect Roger.
