Nami can't control the weather, where Oda says that? She can use some weather related abilities but she isn't changing weather. Who changed weather was Ace when he was at Chopper's hometown. Aokiji and Akainu after their fight. They would be surprised about Nami's powers since there are people that does much better than her.

Zeus is boost, doesn't matter. My whole point is that Big Mom does what Nami does and they already know Big Mom power so no reason to be surprised about controlling weather(which she doesn't).

It does. Here's a major difference. Luffy always defeats the major villain and saves the country even though Zoro could've done it, he was proven so in the same arc. In MF WB was already dead so there was no point in specifically chosing Akainu to confront the WB pirates, but he did, even though he was injured and Kizaru was right there and ready to go.

Kinemon is the leader due to being a senior. Kizaru is older than Akainu yet Akainu became his leader via a showing of strength.
Here lies the major difference.

And Akainu is obviously stronger.
