Xebec's carreer ended before Roger's started basically. He was never rivaling him. What Sengoku meant, is that Rocks' achievements as pirate are the only ones that can rival Roger's achievement of becoming Pirate King.
Since 38 years ago until 24 years ago, Xebec didnt exist which is when Whitebeard rivalled Roger, just like Shanks said that despite them going full power, WBPs are making headlines.

38 years ago is when God Valley took place.
That is 14 years of Gol D. Roger on the same seas as Rocks D. Xebec.
39 years ago, while Rocks D. Xebec was at his peak, Gol D. Roger did the unprecedented event of reaching the last island of the logpose, Lodestar.
So no, Xebec's career didn't end when Roger's started basically. Roger completed his first journey of the grandline while Rocks was at his peak and building up his squad and running the seas.

4 of those 11-12 years we know Newgate & Roger had 0 interaction due to Oden being there. So that leaves how many years? roughly 7-8 years pre-Oden, where you can debate WB & Roger went against each other or "rivaled" each other. And the likelihood of that is very low... why? Because pre-Oden, Newgate didn't have a single fucking crew member who could even put a scratch on Roger's strongest crew member. So what rivalry is there??? You know the same mfs troll about Law & Kid's crews being irrelvant to Luffy thus no rivalry. What rivalry was there for Newgate-Roger during those non-Oden years.. and that's assuming they even met like that.
And the "news" that you're referencing as a rivalry between them, happens after Oden joins.

What was the biggest battle post-God Valley for Roger that we know of? wasn't Whitebeard's lil 3 day sparring session. It was the Edd War with Shiki. Where Shiki amassed a fleet far bigger than anything Whitebeard did in the same time span. And went to actually oppose Roger and beat him, while Whitebeard simply had lil sparring sessions with Roger that ended in them taking nightly breaks and partying.
Xebec - Roger is a legit rivalry. Xebec's goal opposed Roger's goal, they were the two top crews on the seas with Xebec being the more powerful one. When they fought it was to take the other down.
Garp - Roger is a legit rivalry. Garp wanted to arrest Roger, constantly went at him the moment he heard where he was. Cornered him multiple times. Roger was avoiding getting captured by him.
Newgate - Roger... is literally the things mfs tease Law & Kid for being buddy buddy with Luffy.

I hope you are right but so far, there is nothing between Roger and Xebec outside of God Valley and thst is when Roger pirates teamed up with Marines. That is not a rivalry while it is the only known encounter between Xebec and Roger+Garp.
Meanwhile, Whitebeard said that he fought Roger countless times and that some faces started being familiar, referring to Shanks and is also the man who was WSM during Roger's era... So far, WB is a far better rival to Roger than Xebec because outside of Gol Valley, there is nothing else known but can be known later on which we will see...

Whitebeard was created as a surrogate for Roger, since he was already dead. Easiest way to showcase the kind of power and fear the Pirate King commanded, is to create a character of equal standing to him, and have him in the modern day.
There will be no "Whitebeard" to Luffy's Roger, because there doesn't need to be. Whitebeard existed for the sole purpose of portraying what Roger was. Luffy will have no equal come EoS, outside of Blackbeard, who will be Luffy's greatest foe, like Xebex was Roger's greatest foe.
