Bro Shanks and Mihawk have zero CoO feats and portrayal even remotely approaching Fujitora. Fujitora can literally sense meteors in space.

A Blind top tier should have exceptional CoO. Just like in real life where blind people have better hearing or senses of smell than normal individuals.

I dont expect Shanks or Mihawk who can see just fine to have better CoO than Fuji who quite literally needs it to function as a top tier.

Before choosing hawkeyes, clairvoyant was the option considered by Oda for Mihawk's epithet, regardless of which one, the two allude to excellent vision.

If we consider canon the statement that Shanks can nullify observation haki, we might even conclude that it was a power developed to bypass Mihawk. So it even makes sense to consider that Shanks doesn't have such an advanced observation, but it is also simply logical that all high tier have at least advanced Coa and Coo, not counting the top tier that also have advanced Coc.

Katakuri was not focused on looking for Luffy inside the cake. He also sensed the cake bursting before it did when he finally focused. CoO isn’t a passive skill.

Fuji has his CoO constantly active because he’s blind otherwise. And you still haven’t shown anything that puts Future Sight under any of those feats.

He is probably the person who can see the most into the future and that makes him the unbeatable swordsman. Fujitora on the other hand, due to his characteristics, developed more the range of his vision to situate himself. It's similar to what Rayleigh did when he analyzed all the animals on the island and their strength.

But, if anything, that would speak good of his natural sight capabilities, not his observation haki. Having great vision isn't the same as having great kenbunshoku. As I said, he was born with those eyes and they can be cloned as seen in S-Hawk, so they are something physical, not spiritual; the guy doesn't really have any observation hype nor relevant feat so far.

Filler scenes are filler. They aren't to be used as an argument.

In terms of feats in CoO, Fujitora is by far the best. FS users cannot use their CoO every waking second unlike Fujitora who became an admiral while blind.
Not to mention him sensing meteors in the atmosphere and bringing them down with his DF powers precisely. He could sense each piece of rubble in Dressorsa and lift it into the sky without harming a single person. He's undisputed in CoO.
