I think Fuji is slightly stronger but they're in the same tier more or less

This is especially true for OP sometimes.
You can have people like Whitebeard who has better Haki and DF abilities than Akainu, merely fight on equal ground with him.
And the excuse is that he's gotten sick and started having heart attacks during the fight even though he's the same age as Garp who can throw gargantuan cannonballs like nothing.

Now I imagine Shanks spending his entire life grooming kids into becoming pirates so one of them could find the one piece just so he could steal it.
