Zoro got a lot of power up from Shells Town until Baratie since he fought Nyaban Brothers, Kabaji, fought Mihawk and he's barely above Sanji who was chilling in Baratie 
Baratie Sanji was weaker than Gin
Zoro in baratie can 1v2 Gin and Sanji at the same time around mid diff

I mean Elbaf is probably even bigger than average One Piece island size, perhaps even bigger than Wano country, overall it is the place of the giants and if Shanks is worried to go all out and destroy the place, it means that he will use godtier moves.
Perhaps we see a move which was said to shake the entire Grandline during his legendary battle with Mihawk?
Overall I expect a toptier feat of him.

That's a mountain buster. Dressrosa Luffy already destroyed a mountain with his Grizzly Magnum. The slash won't even destroy 1 biscuit 
Even King Kong gun can't destroy a mountain properly.
Luffy only broke Pica's head. Pica's head is literally smaller than Pica's thumb.

It took Luffy his strongest attack to break just head.
Maybe King Kong Gun can break Pica's torso but idk
