You're definitely overblowing greatly what Hiruzen has achieved during his time as Kage. Not only do we have far too few intel to say that Hiruzen carried them through the wars, but there's also implications that Konoha literally started a great war themselves.

So let's calm down with giving Hiruzen the ending of the war feats. If anything it was the Sannin that carried a war so I'll give Hiruzen credit since he was their sensei.

Tobirama literally drops his reasoning. Something had to be done. They couldn't just let the Uchiha run around unchecked, at least Tobirama tried to create some structure and it worked as long as he was leading them.
Hiruzen has a history of ignoring problems that come back to bite him in the ass. He ignored the Uchiha. He ignored Danzo and completely lost control over him and the Anbu. He ignored Orochimaru and got done in for it. He knew for decades that the situation in his village is slowly escalating and has done nothing about it.

A World War says that it was fought on more than one front and the Sannin only became renowned for surviving Hanzo on one front.

The kudos given to Hiruzen is the fact that he managed to successfully end the 1st Shinobi War as a newly minted Hokage, led Konoha through the 2nd and 3rd Shinobi World Wars and Konoha was prospering. His leadership defended the Land of Fire and the village itself during these three catalytic wars.

Tobirama let his bigotry get the better of him and literally caused the Uchiha problem. They were isolated from the village because Tobirama put them there. They were disliked by the village because they were law enforcement.

Take away their position as the police force, Uchiha do not rebel. They do not turn to Madara's ideals. But Tobirama created his own enemy out of them.

Hiruzen didn't ignore the Uchiha lmfao. He was outright negotiating with them up until the Massacre. But it's untenable to fix a problem such as having the village despise you because your entire clan has been the cops for 50 years. Tobirama put a permanent stain on the Uchiha.

Tobirama is an incredibly short sighted man who tries to solve problems in the least effective way.
