Stop doesn't mean beat. If an Admiral could beat a yonkou they would just go and do it, wouldn't they? Like Greenbull said himself, Kaido was a deterrent to the Marines going to Wano. Kizaru's not beating them but he's enough of a menace to make it not worth the trouble to them.

If 2 is enough for a yonkou then the Marines have enough force to make taking out a yonkou + their crew easy yet they don't do it. Is it for "balance", or is it because that's actually a gamble?
I knew that one was coming. The "balance" is only necessary to keep the pirates from breaking out into anarchic war. If they can just stomp every pirate in the verse that really doesn't matter, does it?
