The impact was still there for King while we only see S-Hawk and S-bear after they recovered and got back up after the attacks. At least a few moments passed b/w the attacks and them standing back up. That's why Luffy and others are all in one place in their base forms.

he's much worse. for one, he's uglier. secondly, his disgusting tongue is everywhere. he also created scantily clad female-looking sex dolls who are programmed to eat and sleep for him or do 'evil' things he doesn't want to dirty his own hands with. he's a caricature of the 'evil god who created living beings for purely selfish/utilitarian purposes' trope

queen created viruses to use against others (at least viruses aren't sentient)

caesar kidnapped already existing humans to use them (at least he didn't bring them into this world)

vegapunk *created* sentient beings to use them
