S-Hawk and S-Shark are somewhat equal due to both having the same training but since s-hawk has a better fruit for combat he is higher but the fishman genes even it out

S-Hawk's fruit is just to compensate the fact he is using a mere replica of Mihawk's sword. Which means he has a less quality blade that could be destroyed during combat. Having the blade fruit would diminish this risk by giving free access to a blade anywhere.

Vegapunk iirc stated the artificial paramecia can't be awakened

But if they learn haki that would be huge still, and griw physically stronger. Even if S.Hawk sword breaks he has his df which he can do mihawk level slashes through it as well for example.

If we go for "straight up combat", unless we use haki as a compensation method for physical prowess, S-Shark should have the edge over S-Hawk due to the fact that Fishmen are commonly stronger than regular humans.
This tips the scales since their Lunarian dna is the same and wouldn't give any of them the edge over the other.
