The thing is that she was wildly incompetent. I don't know if Oda meant for her to come off as incompetent but that's how it was. Either way Hancock stocks are up when it comes to female characters. So are nami's and Robin's. Even if Oda is not great when it comes to female characters he is miles ahead from his contemporaries.

If Oda had made her competent, the Straw Hats and their allies wouldn't have left WCI alive. But he did a very terrible way to nerf and dumb her down.

And to be honest female characters only are competent when they are members or allies or future members/allies of the Straw Hats, and even only for a small portion of them.
