But Mihawk can stop fighting Saint Shanks 13 years ago and not be a "Rival" to Saint Shanks even though Saint Shanks is clearly set up as a benchmark for Teach to surpass..

This is true so idk why people are acting like Law is somehow above Kidd now. Blackbeard has always gotten tagged by his opponents in a fight, Saint Shanks has regular human durability so Oda can't afford to let him get hit and make him look bad because it's bound to do lots of damage. He's not a human punching bag like BB/BM/Kaido.

Oda has built up that BB vs Saint Shanks showdown and BB's dynamic with Luffy is way too important for him to lose against anyone else

He hasnt built up a showdown with anyone but Luffy lol. Its as "likely" as Ryokugyuu saying hes not ready to fight the RHP "yet".

All that was ever stated was BB having a response to Saint Shanks' statement about taking anyone on at Marineford.

If it happens, Luffy will be involved
