Because of the whole "haki is everything" idea Oda's been pushing probably. Kidd has barely ever used haki (hell we never actually see him use CoC in canon either) so it was probably to showcase that. Also let's be honest here, the 3bil bounty was kinda BS for more reasons that one, BM was mostly beaten by Law and Goofy mostly solo'd Kaido so it's kinda not possible to judge them in that regard
