The other like Law, bonney and capone probably would have been luffy allied but never like important pirates.
Of course just three supernovas is very few so he did the other pirates, especially Kid crew who would be a crew with luffy crew but with bad luck and without special power (without adv coc, special df and swords).
And now oda has removed them of the big race (kid, killer, appoo, x-drake and hawkins) and the only keep up are the jaya arc (luffy, zoro and BB)
