Bro, the context is literally Rayleigh showing up and telling all 3 groups to do as he says and that he's gonna be the moderator. Everything else you say is a speculation of what'd have happened if one of them disobeyed his order. We all know Rayleigh's weaker than BB. The thing here is, BB's not willing to challenge Rayleigh, period.
You are just taking everything at face value/literally lol.

If you have basic reading comprehension, you would understand the reason why BB backed off.
You yourself said BB would beat Ray. The reason he isn't willing is because its not Ray alone. He has enough brain to figure out why Rayleigh the first mate of the PK is in a remote island in the calm belt is because he has ties to them and they will fight with him. He has a hax df user with adv haki and her entire island who knows haki on his back.
So of course BB would not take the risk. BECAUSE HE ISN'T FIGHTING JUST RAY. But you're ignoring that context and saying "Ray so badass he just told them to go away and they obliged just because he told them".
But that's not the case. Ray isn't a bystander in this conflict at all. He has stakes in it. If it was a 1 v 1, and Ray didn't have the support of an island, and BB had a reason to fight ray, he would have fought him and beat him.
It's that simple.
