Here's the issue with people like you: finding "some weird type of sea" is insulting to one of the most romantic dreams in this series. Sanji may not end up having conqueror's, but disproving such posibility by diminishing his romantic dream only shows that you never, ever understood this story nor the approach Oda has given to it from day one.

Not everything is about power. If anything, Sanji's dream of finding all blue is arguably the strongest argument for him having conqueror's.
