It depends if Raiu ate the Invisible Fruit powers or not.. It's deep into speculations at this point.. At least Shiryu is not

There is not single swordsman that will ever top Goathawk until Zoro claims the title by eos
There is no tension for Zolo vs Mihawk if they fight in a random island when Luffy is already PK.
Being PK should come after than Zolo becomes WGS.
Thus Mihawk losing before Luffy becomes PK makes sense.
Plus Mihawk trained Zolo for 2 years, its better if Zolo fights someone who he doesn't owe any favors.
There's no way Shiryu won't be top tier if the Blackbeard Pirates were portrayed as "souped-up" versions of the Straw Hat Pirates and his Straw Hat counterpart is poised to be top tier at EoS. Even Shanks's right-hand man was implied to be top tier, and his crew also mirrors the Straw Hats and Blackbeard Pirates. Shiryu killing Mihawk is definitely a possibility. Oda may have laid out the ground work with Mihawk's newfound bond with Perona and Shiryu taking her dead comrade's Devil Fruit, but we'll see where Oda goes with Cross Guild.
