Didn't Smoker get captured by Crocodile? It seems that he was a pioneer in getting captured by pirates. The difference is that Koby was captured by an Emperor. Smoker was captured by a guy that lost to Pre-Gears Luffy.
I actually like Smoker, but this Koby bashing is pathetic. Just because he hasn't had a lot of good showings post-Timeskip. Koby had nothing to do with it. If anything, Smoker's hype was sacrificed on the altar of Law. Smoker looked bad to make Law look good. That includes getting mid diffed by Law, having to beg Law to free him and then getting beaten up by Vergo only for Law to oneshot the guy.
I personally wouldn't like that. Law kind of treated Smoker like a chump in Punk Hazard.

Smoker got captured by a Warlord Lolby first got captured by Alvida. Crocodile is now nearly worth 2 Billion.
No the lolby bashing is towards his fans who suddenly think he's YC1 all of a sudden. For the record if I wasn't a Smoker fan I'd hate Coby anyway as he's a shit written character

Smokey is awakening his devil fruit as we speak so he can keep the promise and fight Luffy when he is at his strongest. 
Koby was captured by Alvida when he was 13 at most. Possibly 12. Smoker didn't get captured when Crocodile had a 2 billion dollar bounty. He got captured in his mid 30's by Crocodile with an 80 million bounty (albeit frozen tbf). Koby got captured at 18 by an Emperor with a bounty that's 40x greater than that.
Hate whoever you want. I'd argue with anyone that Koby is a better written character than Smoker. He's not as cool (At least he wasn't Pre-TS... post-skip Smoker's been put through the ringer), but the character's seen loads of development. There's much more to analyze with Koby than Smoker, which is kind of interesting since Smoker's been in more content and shown less. If Koby showed up and got his ass handed to him by Buggy, that wouldn't change the fact that he's well written. I'd say the handling of Koby is one of the first places I'd point to if I wanted to show Oda's skill as a writer, since he's not a character that we see a lot. He shows up every few hundred chapters.
In any case, characters will be as strong as they need to be. I've seen very few people place Koby on the level of a YC1, but if Smoker shows up as a YC1, he'll have made a massive offpanel jump without training or fighting anyone serious for a haki bloom. Law, Sanji and even Zoro all had massive booms without training or getting in serious fights. Luffy's one of the few characters who's had his growth explained. Characters will be as strong as they need to be.
From what I've seen, most people have Koby placed on the level of the Mid Trio which is fair. And the 500 million bounty has some people saying he's probably somewhere around Law or Luffy during those arcs (Which would still place him well beneath the stronger Supernovas, let alone Luffy).

I think the whole star level to measure Coby's strength is bull.
The direct comparison is Usopp being given a 5 star ranking but we know his star level wasn't due to his perceived strength but the amount of trouble he caused Doflamingo. I suspect the same is for Coby strength wise I'd put him around Brook but reputation wise he gets a high bounty because taking his head like Blackbeard said would look bad on the marines to the general population of One Piece.

In my opinion, we could see him soon again. Because I have a feeling that all from members from SWORD could have gone to Fullalead. Remember: No one from above (Akainu, etc.) had given Garp and co. the order/permission to sail to the island to attack BB. They did it out of their own conviction. And no full-fledged soldier other than the ones from SWORD would dare to attack BB without orders.
In fact all other marines available had been ordered to sail to Egghead instead. And, if Smoker is not from SWORD, than he is most likely heading to Egghead. If he actually is from SWORD, he could have followed Garp but wasn't seen in any panel, yet.
