Aokiji could be holding back on the person he looks up to the most and owes it to the most, because it's not even in his nature to try to kill garp, he's spared everyone he was meant to kill.
But it could also be the case that Aokiji knows even if he went all out it wouldn't kill garp because of how strong garp is.
Then you also have a scenario where Shiryu might have to step in if Aokiji is genuinely (or purposely) struggling to handle it and stab Garp from behind.
If Aokiji isn't holding back for whatever reason, Sabo is fighting Akainu. Luffy will be a lot stronger than Garp in the eos fight so why would he fight someone who went ext diff against Aokiji
