Whether this Villain & God of War are same Character, i'm not sure yet, but it's very possible

Each Saga in Post-TS completely mirrors Pre-TS Sagas in how they Start & Introduced Villains/Damsel In Distress Characters
This Saga is mirrored by Water 7 Saga, which started with Long Ring Long Land Arc, while this Saga started with Egghead Arc
Old Man wanting to Leave (Vegapunk/Tonjit), Trio Villains delay the Escape (Foxy Trio/Lucci Trio)
Even Davy Back Fight Games mirror Progress of Egghead Escape
Then SHs get to meet Aokiji (Who was Teased shortly before), so soon they will meet this Man with Fire-Shaped Scar

Brook met this Villain & He will be this Saga's Main Damsel In Distress (Similar to Robin in Water 7)
But this Villain ain't gonna be Main Villain of Current Saga, but simply their Superior (Similar to Aokiji's Role in Water 7)
Law saying "D. will bring Another Storm" is Reference to this Villain's Feat in Ancient Times which changed the World
He is also Lurking Legend mentioned by Oda & reason WB is related to him is cuz WB took Fishmen Island as his Territory
So Fishmen Island Road Poneglyph was initially with WB & then was given to this Villain (It's also why WB heard about Land of Gods)
This Villain's Storm can also be found in Bink's Sake Song Lyrics

And tbh, there is much more i can reveal about this Final Villain
I just hope Oda gives him Introduction He deserves

Only time Oda teased a Future Event in same Arc was in Baratie Arc when He named a Chapter "Before The Storm"
Then when Mihawk arrived, Chapter was Titled "Storm". Recently, Narrator teased Egghead Incident, so just like Baratie Arc, Man teased by everyone is gonna arrive uninvited and this time He is literally "The Storm Incarnate"

Sounds nice but I think a bit too much. A character that is so overpowered and ambitious, yet his presence is that of a background character that travels around with but one Poneglyph. He might at most be comparable to a Yonko power wise, for the sake of balance.

Don't use Garp for your wank, he's not a pirate. Old Garp being High diff for an Admiral was expected far and wide but in the end Kuzan beats his oponnent who is a monster unlike that Yonkek Crydo who couldn't even beat Yamato.
