Oda's clearly keeping Smoker in store for something big. Notice how he has ALWAYS been paired with Tashigi ever since his introduction but he's nowhere to be seen? save the best for last. Wmoker about to get a fat W I feel it 
Koby is far too weak rn bro, like, far too weak.
No matter how high his potential is, he absolutely cannot turn into a Top Tier till the Final war. We're in the endgame. Koby would at least have to defeat a Titanic captain here for me to further consider it.

koby is far to weak while smoker lost to vergo, no diff by doffy while koby was helping bb help beat a roxs. only marine on boa island to not get hit by arrow, and that includes one of the buster call vice admiral, now proof is to show me where oda said there's a epilogue, at least koby has a top 2 fastest growth rate, so smoker going from weaker then vergo to whatever you want him to be is crazy
